			<content:encoded><![CDATA[<p>In October, the <a href="http://www.fao.org/cfs/en/">U.N Committee on World Food Security (CFS)</a> opened its new session in Rome. CFS serves as a forum in the United Nations System for review and follow-up of policies concerning world food security, including food production and physical and economic access to food.</p>
<p>To coincide with CFS, <a href="http://www.farmingfirst.org/">Farming First</a> organised a side-event on “Partnering for Sustainability”, in partnership with the <a href="http://www.agrifood.net/">International Agri Food Network</a>. Guest speakers at the event gave presentations on public-private and private-private partnerships and the important role they play in building a more sustainable and stable food system.</p>
<p>Franklin Moore, <a href="http://www.usaid.gov/">USAID</a> began the event with his opening remarks before Thomas Lyall, from <a href="http://www.dowagro.com/">Dow AgroSciences</a> spoke about how sustainable beef production in Brazil is being achieved through multi-stakeholder collaboration. In Brazil, the <a href="http://www.sustainablelivestock.org/">Sustainable Livestock Initiative</a> is working to increase the productivity and profitability of pasture whilst at the same time preventing deforestation. This is being achieved through the recovery of degraded areas and building the capacity of local producers and technicians through field visits, lectures and training.</p>
<p>Stephen Wilkinson from the <a href="http://www.zinc.org/">International Zinc Association</a> later gave a presentation on zinc and how it is an essential nutrient for human health. With a third of the global population deficient in zinc, it is crucial that adequate levels of zinc intake are achieved. Globally, 800,000 people die each year from zinc deficiency – 450,000 of which are children under the age of five &#8211; and many of who live in developing countries.  Zinc is a growth-limiting nutrient, which means that inadequate intakes can cause growth retardation or stunting in children. Wilkinson spoke about how the International Zinc Association has launched a partnership program with <a href="http://www.unicef.org.uk/">UNICEF</a> with a goal of raising $3 million from zinc industry. “One sustainable solution to zinc deficiency is applying zinc to crops” said Wilkinson at the event. “Farmers using zinc fertilizer can increase their profitability whilst at the same time growing more nutritious food that contains higher levels of zinc”. <a href="http://harvestzinc.org/">HarvestZinc</a>, a program under <a href="http://www.harvestplus.org/">HarvestPlus</a>, has shown that proper zinc fertilizer use can double the zinc concentration in cereal grains.</p>
<p>The final presentation at the event was given by Patrick O’Quin from <a href="http://www.danone.com/?lang=en">Danone</a> who spoke about private-private partnerships and gave an introduction to three Danone funds: The <a href="http://www.danone.ch/danone-media/docs/pdfs/ecosystem_brochure_english.pdf">Danone Ecosystem Fund</a>, The <a href="http://www.livelihoods.eu/livelihoods-funds.html">Danone Livelihood Fund</a> and the <a href="http://www.danonecommunities.com/en/danone-communities">Danone Communities Fund</a>.  The Danone Ecosystem Fund is designed to support, strengthen and develop the activity of Danone&#8217;s &#8220;ecosystem&#8221;, meaning all stakeholders whose activities are impacted by Danone and who act closely with its local subsidiaries on economic, social and territorial matters. Through cooperation with 29 partners, the fund finances 36 projects around the world.</p>
<p>The Danone Communities Fund was created to fund and develop social enterprises that create social and economic value, locally. Alongside social entrepreneurs, this support is provided through investment and technical advice via a network of committed experts. The Danone Livelihood Fund is a carbon investment fund that helps poor rural communities by generating financial resources for projects with high social and environmental value. Since its creation in 2008, Danone has invited companies such as <a href="http://www.ca-cib.com/">Crédit Agricole</a>, <a href="http://www.schneider-electric.com/site/home/index.cfm/uk/">Schneider Electric</a> and <a href="http://www.cdc.gov/climatechange/">CDC Climate</a> to join the Livelihood fund. Fund partners receive top-grade certified carbon credits in proportion to their investment, and can use the credits to offset their carbon emissions. 			<content:encoded><![CDATA[<p>A group of 19 of the world’s leading organisations (including three United Nations agencies, the World Bank, CGIAR Research Program on Climate Change, Agriculture and Food Security (CCAFS), FANRPAN, Farming First, the Global Forum on Agricultural Research, Southern African Confederation of Agricultural Unions (SACAU) and the World Farmers&#8217; Organisation) have <a href="http://www.agricultureday.org/openletter">jointly endorsed a letter calling on COP17 climate negotiators</a> to take concrete action to include agriculture in the text of the climate agreement.</p>
<p>The call to action was announced at this year’s annual Agriculture and Rural Development Day, which took place on Saturday 3<sup>rd</sup> December in Durban in parallel with the COP17 climate change negotiations. The all-day event brought together more than 500 agricultural experts, including policymakers and negotiators, journalists, farmers and scientists to discuss priorities to boost agricultural production while supporting adaptation and mitigation to climate change.</p>
<p>Dr. Bruce Campbell, Director of the CGIAR Research Program on <a href="http://ccafs.cgiar.org/" target="_blank">Climate Change, Agriculture and Food Security (CCAFS)</a> said:</p>
<blockquote><p>It is astonishing that agriculture remains excluded from a global agreement on climate change.  This year’s conference offers a unique opportunity for this omission to be addressed.</p></blockquote>
<p>Professor Sir John Beddington, Chair of the Commission on Sustainable Agriculture and Climate Change, <a href="http://ccafs.cgiar.org/sites/default/files/assets/docs/climate_food_commission-spm-nov2011.pdf">outlined a seven-point plan for urgent action</a> for achieving food security in the face of climate change in his keynote presentation. These included integrating food security and sustainable agriculture into global and national policies, raising the level of investment in sustainable agriculture and food systems over the next decade and sustainably intensifying agricultural production whilst reducing greenhouse gas emissions.</p>
<p>A number of key learning events took place during the day, which looked at the successes in agricultural adaptation and mitigation. The <a href="http://www.fao.org/">Food and Agriculture Organization (FAO)</a> led a learning event that looked at the tools and policies required to bring food security, adaptation, and mitigation together and shared best practice. At the <a href="http://www.fanrpan.org/">Food, Agriculture and Natural Resources Policy Analysis Network (FANRPAN)</a> learning event on building the resilience of African smallholder farmers in a changing climate, Dr Lindiwe Majele Sibanda, Chief Executive of FANRPAN highlighted the importance of research, technology and mobilisation of funding for smallholder farmers in Swaziland, and other regions across Africa. <a href="http://www.agricultureday.org/blog">Many other side events</a> on the day provided agricultural organisations with the opportunity to share knowledge on examples of best practice in early action on agricultural adaptation and mitigation that deliver economic and livelihood benefits  &#8211; the triple wins we need for climate smart agriculture.</p>
<p>Other high-level speakers at the event included, Rachel Kyte, Vice President for Sustainable Development at the World Bank and Chair of the <a href="http://www.cgiar.org/">CGIAR Fund Council</a>, Dr. Kanayo F. Nwanze, President of the <a href="http://www.ifad.org/" target="_blank">International Fund for Agricultural Development (IFAD)</a>, Dr. Mary Robinson, Chair of the <a href="http://www.mrfcj.org/" target="_blank">The Mary Robinson Foundation – Climate Justice (MRFCJ)</a> and Former President of Ireland and United Nations High Commissioner and Tina Joemat-Pettersson, <a href="http://www.nda.agric.za/">Minister of Agriculture, Forestry and Fisheries, Republic of South Africa</a></p>
<p>In the afternoon, there was a high level panel discussion, facilitated by Laurie Goering, Editor of <a href="http://www.trust.org/alertnet/climate-change/">Reuters Alertnet Climate</a>, and included prominent participants such as Caroline Spelman, Secretary of State for the UK <a href="http://www.defra.gov.uk/" target="_blank">Department of Environment, Food and Rural Affairs (DEFRA)</a>. As the panel discussed taking agricultural productivity and food security into a new era, Spelman put forward the UK’s position on climate-smart agriculture saying:</p>
<blockquote><p>Coping with climate change is a matter of extreme urgency. There are no simple, one-size-fits-all solutions but rather a rich diversity of approaches used around the world. Climate-smart solutions require smart finance.</p></blockquote>
<p>Agriculture possesses huge uptapped potential to reduce poverty, bolster food security, adapt to climate change, reduce pressure on natural resources, and in many places lower greenhouse gas emissions. To realise this potential, farmers, fishers, and pastoralists must urgently become “climate-smart”, especially in the developed world, which is being hit hardest by climate change impacts. As the open letter endorsed by the 19 agricultural organisations reads:</p>
<blockquote><p>Whilst agriculture is a contributor to greenhouse gas emissions, it has significant potential to be part of the solution to climate change. Preserving and enhancing food security requires increasing agricultural productivity whilst at the time adapting to and mitigating climate change. It also requires a shift towards building farmers’ and vulnerable communities’ resilience to climate shocks, and related food price volatility.</p></blockquote>

			<content:encoded><![CDATA[<p>Earlier this year, we interviewed <a title="Dr Jason Clay" href="http://www.worldwildlife.org/who/experts/jason-clay.html" target="_blank">Dr. Jason Clay</a>, Senior Vice-President of Markets at <a title="WWF" href="http://www.wwf.org.uk/" target="_blank">WWF</a>, for Farming First TV. In his interview he talked to us about food security and the need for sustainability in food production – you can <a title="Farming First TV" href="http://www.youtube.com/watch?v=55QhU5tJPlg" target="_blank">watch the interview here</a>.</p>
<p>In his interview, he stressed that we will have to figure out how to reduce the impact of producing food, such as deforestation and water consumption.</p>
<p>In his <a title="Nature" href="http://www.nature.com/nature/journal/v475/n7356/full/475287a.html" target="_blank">recent article in Nature</a>, Dr. Clay identified eight steps that, if they were all implemented, could enable farming to feed ten billion people in a sustainable manner. In his article, he talks about eight ‘wedges’, which need to be overcome to ensure maximum efficiency, and applies these to Africa.</p>
<p>These ‘wedges’ are:</p>
<p>-       <strong>Genetics.</strong> Ten crops account for 70-80 per cent of all calories consumed globally. Dr. Clay is “convinced that to increase production, we can’t afford to ignore genetics” and believes that the genomes of staple African crops, such as yams and cassava, should be mapped as a first step to doubling or tripling their productivity.</p>
<p>-       <strong>Better practices.</strong> For every crop, the best producers globally are 100 times more productive than the worst. Dr. Clay stresses that it takes too long for better practices to be passed along within the farming community in Africa. Technology such as mobile phones can help farmers connect to shared information hubs.</p>
<p>-       <strong>Efficiency through technology</strong>. Dr. Clay says we need to double the efficiency of every agricultural input, including water, pesticides and energy. There are technologies which can do this, but in Africa, many technologies are two or three generations behind those used elsewhere.</p>
<p>-       <strong>Degraded land.</strong> Rather than concentrating on farming in new areas, Dr. Clay says that we need to rehabilitate degraded, abandoned or underperforming lands; we should be rehabilitating 100 million hectares by 2030. Most farmland in Africa has been degraded over the past century, but this can be reversed through planting trees and grasses.</p>
<p>-       <strong>Property rights.</strong> Dr. Clay stresses that the lack of clear property rights is a significant barrier to food security in Africa; how many farmers will invest in land they don’t own? By 2020, according to Dr. Clay we should be aiming for fifty per cent of African households to have a title to the lands they cultivate.</p>
<p>-       <strong>Waste.</strong> Globally, we waste 30-40 per cent of all food produced, or one in three calories. Dr. Clay claims that if we could eliminate waste, we would halve the amount of new food needed by 2050. In rich nations individuals and institutions waste food, but in countries such as Africa most food waste results from post-harvest losses and lack of infrastructure. The goal in Africa should be to halve post-harvest waste in half by 2030.</p>
<p>-       <strong>Consumption.</strong> One billion people globally don’t have enough food, yet one billion eat too much. Both of these figures need to be halved by 2030, according to Dr. Clay, with the most urgent focus on those with not enough to eat.</p>
<p>-       <strong>Carbon.</strong> Soil carbon, or organic matter, is key to conserving farmland for future generations. The single best measure of rehabilitated soil is increasing organic matter from less than 0.5 per cent to two per cent or more; however, half of the world’s top soil (in which the most carbon resides) has been lost in the last 150 years. Carbon markets for agriculture need to be introduced, with a goal of food producers selling 1 billion metric tonnes per year by 2030.</p>
<p>In his article, Dr. Clay says that developing regions will bear the heaviest burden if these steps are not implemented; therefore it is in these regions that solutions should be applied first.</p>

			<content:encoded><![CDATA[<p>A <a title="Huffington Post" href="http://www.huffingtonpost.com/danielle-nierenberg/food-security_b_899302.html" target="_blank">recent article on the Huffington Post website</a> highlights the importance of the whole food chain, not just agricultural production, in ensuring that food reaches consumers.</p>
<p>The food chain – harvesting, packaging, storing, transporting, marketing and selling – can be just as vital as farming techniques in ensuring access to food. With rising global populations likely to hit 9 billion by 2050, it is more important now than ever before to ensure maximum efficiency in the supply chain that gets food from field to plate.</p>
<p>There are innovations developing across the globe that could improve market access, enhance farmer-to-farmer communication and harness simple technology. Improvements in the supply chain can provide farmers with fairer prices, and help in increase food security by distributing food with minimum waste.</p>
<p>These innovations include:</p>
<p>-       The <a title="DrumNet" href="http://www.prideafrica.com/ourwork.php" target="_blank">DrumNet project in Kenya</a>, which uses simple communication technology to provide farmers with real-time market information which allows them to receive fair prices for their crops</p>
<p>-       In Uganda, <a title="Technoserve" href="http://www.technoserve.org/" target="_blank">Technoserve is working to improve market conditions</a> for the sale of bananas by helping individuals form business groups that enter into sales collectively</p>
<p>-       <a title="Grameen Foundation" href="http://www.grameenfoundation.org/" target="_blank">Google and the Grameen Foundation have collaborated to develop Google Trader</a>, an online bulletin board on which farmers and merchants can contact one another, and includes applications such as the ‘Farmer’s Friend’ tool that offers information on weather, pests and livestock management.</p>
<p>These new resources are helping to coordinate farmers, are increasing market transparency and are using low-cost technology to boost efficiency as well as enabling a less-wasteful supply chain and reducing some of the risk inherent in small-scale agriculture.</p>

			<content:encoded><![CDATA[<p>The Ugandan Government has launched a technology adaptation and transfer scheme where local welders are to be employed to make technology to be used in agriculture, says <a title="AllAfrica.com" href="http://allafrica.com/stories/201107130182.html" target="_blank">this recent article on AllAfrica.com</a>. This scheme is said to have started attracting youths already.</p>
<p>This move, coupled with the recent independence for South Sudan and the increasingly unpredictable weather, is seen as an opportunity to guide the Government’s efforts to improve the countries agricultural sector.</p>
<p>The new technologies included fresh cassava shredders and maize cob sorters.</p>
<p>The Minister of State for Industry Dr. James Mutende said that he wants the youth to begin appreciating the role of agriculture in job creation – that technologies can be hired out commercially, and may improve agriculture and the quality of produce, meaning it can be sold for higher prices.</p>
<p>These technologies can also go to prevent <a title="FAO" href="http://www.fao.org/news/story/en/item/36844/icode/" target="_blank">post-harvest losses</a>, which have traditionally been high in Uganda.</p>

In order to achieve a global average food consumption of 3130 kcal per person per day by 2050, an additional billion tonnes of cereals and 200 million tonnes of meat would need to be produced annually.*</p>
<p>Reducing production losses and food waste is essential to making those productivity gains.  Wasteful lifestyles and production continue to be barriers for quenching hunger, thirst and malnutrition.</p>
<p>In 2010, FAO estimated that poorly developed systems for handling, storage, packaging, transporting and marketing of agricultural products in developing countries results in post-harvest losses ranging from 15-50%.  Investment in food infrastructure and handling could reduce losses.  But, as OECD points out, the problem of food waste is not limited to developing countries.  One study suggests that 40-50% of food that is ready for harvest in the US is not consumed, and that US households waste an average of 14% of their food purchases.</p>
<p>Waste is the worst in fresh produce which delivers vital nutrients to humans around the globe.  Losses in both the developed and developing world are estimated at over 30%.</p>
<p>All these losses lead to other forms of waste.  One estimate puts the energy embodied in wasted food in the United States as equivalent to 2% of total energy consumption – roughly the same percentage as agriculture consumes to grow food in the first place.</p>
<p>Agricultural waste needs to be reduced, and waste that does occur needs to be used more constructively.  Where once it was used as feed for livestock, now it often ends up as land fill.  Models for sustainable development must involve proper management of waste from farming operations. This involves minimizing agricultural waste while maximizing environmentally sound reuse and recycling.</p>
<p>Too often farmers in developing countries lack resources, knowledge and information about techniques and waste management procedures. Government education and incentive policies are needed on topics like biogas. Re-use of spoiled food in rural areas as feed and compost, and as green energy in urban areas, will help to minimize the impact of losses.</p>
<p>Action is required throughout the food chain, including at the consumer level, to reduce food waste.  Proper storage, market signals, transportation, and processing are needed – ironically often in the countries where food can least afford to be wasted. So, too, we need to educate consumers and end users.  For once food moves to cities, vast percentages of it go to waste there.</p>
<p>In many developing countries, sustainable practices are difficult to implement due to the lack of financial resources, infrastructure, services, and access to science and appropriate technology.  This represents a major constraint on the competitiveness, profitability, and sustainability of the agriculture sector. Training, education and extension programs are essential as are investments in infrastructure.</p>

When sprayed over crops, male insects are attracted to each other, rather than to females, leading to a reduction in mating, egg laying and consequent crop damage with the benefit of very few pheromone dispensers. The powder is environmentally friendly, and works 24/7 in all weather conditions. The company is also starting a UK government project to tackle insects in grain storage. Around 16% of the world’s grain is destroyed by insects in storage.</p>

<p><a href="http://www.puresense.com/Home/Home2_optimizer.aspx" target="_blank">PureSense</a> is a company that provides farmers with the tools and support needed to manage irrigation more effectively. They use a Field Monitoring Station that collects real-time data from a grower’s field, orchard or vineyard by monitoring soil and climate conditions every 15 minutes.  By monitoring how much moisture there is in the soil in real-time, they adjust the farms’ irrigation systems accordingly via wi-fi. More accurate irrigation scheduling have resulted in water savings of 10% to 40% and the project has produced increased crop yields of 5% to 15% per year.</p>

<p>Mr. President, Excellencies, Delegates and Observers,</p>
<p>It is an honour for me to present four key messages on poverty, food security and gender on behalf of the farm families represented by IFAP. I also bring apologies from the IFAP President, Ajay Vashee, who is unfortunately retained on his farm in Zambia.</p>
<ol>
<li>Investing in small-holder agriculture is essential to reducing hunger and poverty, and underpins success with all the Millennium Development Goals, including those regarding health and well-being.</li>
<li>Funding agricultural development programs is critical to achieving the MDGs so we are counting on the G-8 countries to follow through on their L’Aquila funding commitments.</li>
<li>Programs are needed that are ‘Farmer-centred and knowledge-based’ so that the full potential of farmers, both men and women, including small-holder and commercial farmers, can be harnessed in making food security and sustainable development a reality.</li>
<li>Farmer organizations have a vital contribution to make to the development of agriculture and rural communities. Unless small-scale farmers are organized, they will remain politically powerless and economically disadvantaged. One of the keys to a successful fight against hunger and poverty is therefore having wellorganized partners to work with. Strengthening the institutional capacity of farmers’ organizations therefore needs to be a cornerstone of any strategy for reaching the rural poor.</li>
</ol>
<p>Farmers’ organizations can contribute to achieving the Millennium Development Goals in four ways:</p>
<ol>
<li>Policy definition and implementation, e.g. in country strategies</li>
<li>Research: defining research priorities that meet the real needs of farmers, including the special needs of women farmers</li>
<li>Sharing knowledge and information among their members e.g. on prevention of HIV/AIDS, or on technology transfer</li>
<li>Strengthening the place of farmers in the market through farmer cooperatives and commodity associations</li>
</ol>
<p>Since the world food price crisis of 2008, agriculture has become a priority for many national governments, donors and international institutions. However, in order to translate good intentions into real impacts on the ground, governments need to work with their farmer organisations as partners in a process of continual improvement of all agricultural systems, creating rural employment, protecting eco-systems, delivering fair prices for safe and nutritious food for consumers, and allowing farmers a fair return for their work. In this way, we are convinced that the MDGs can be achieved by 2015.</p>

<p><strong>Anuj Shah – A to Z Textile Mills Ltd</strong></p>
<p>For almost a decade, A to Z textiles has been involved in an innovative partnership with Sumitomo to develop long-lasting insecticidal mosquito nets. Building on the experience with lessons learned through this first partnership, A to Z is now working to build a new partnership to apply a similar concept to help farmers in their fight against pests. The new venture will focus on the development of a bioactive net (i.e. insecticidal), which can be used to cover crops and protect them from pest damage.</p>
<p>The original mosquito net, a permethrin insecticide-impregnated net called <a href="http://www.olyset.net/" target="_blank">Olyset Net</a>, started out as a collaboration between two French institutes <a href="http://www.cirad.fr/" target="_blank">CIRAD</a> and <a href="http://www.irdresearch.org/" target="_blank">IRD</a>, and the international R&amp;D company <a href="http://www.sumitomo-chem.co.jp/english/" target="_blank">Sumitomo Chemical</a>.  It is the first ever to receive a full recommendation from the World Health Organisation (WHO) in the fight against malaria.</p>
<p>The technology behind the Olyset Net has proven extremely successful, showing that nets can retain their properties over long periods of time and provide effective protection. The A to Z team hopes to apply a similar method to create a cost-effective and sage method for protecting crops against major mite species and insects. Tests on cabbage crops in Benin found that using an insecticide-treated net once every three nights was more than twice as effective on the crop yield as the application of insecticides. This increased the value of their crop by an estimated 45%.</p>
<p>When used correctly, these agricultural nets should be able to last for five years (compared to the six-month lifespan of standard sprayed nets) and they leave no residue either on the plants or on the people who apply them. The cost of using the net is less than conventional pesticide use and requires fewer trips to market for purchase.</p>
<p>The success of this scheme will rely on the partnership upon which it is developed. Combining the tools of research institutions, the production capacities of local manufacturers, and the policy support and networks of public bodies, agricultural partnerships can help ensure hat they world’s farmers continue to be empowered to produce enough to feed the world sustainably.</p>

Since the food crisis erupted in 2008, a large number of  global and regional food security initiatives have been launched or  strengthened in response. While these developments are welcome,  improving policy and implementation coherence is essential to ensure  programmes have the desired impacts.</p>
<p>As we move towards action on these food security policies, Farming  First urges policymakers to:</p>
<ol>
<li> promote a clear joint focus on a common goal for food security at  the global level through policy and operational coherence</li>
<li>encourage increased transparency on how much of pledged funding has  been committed and to what types of programmes</li>
<li>engage a wide range of stakeholders to ensure that efforts are  coordinated, clear, collaborative and ultimately successful.</li>
</ol>
<p><a href="http://www.farmingfirst.org/foodsecurity" target="_blank"><img class="alignright  size-full wp-image-2948" title="map_final_small" src="http://www.farmingfirst.org/wordpress/wp-content/uploads/2010/06/map_final_small1.jpg" alt="map_final_small" width="211" height="150" /></a>Returning farmers to the centre of policy decisions is fundamental to  sustainable development. Governments, businesses, scientists and civil  society groups must focus attention on the source of our food security.  Women farmers should become specially targeted recipients because of  their vital roles in the agricultural workforce,<br />
household food procurement and preparation, and family unit support.</p>
<p>Productivity levels in most developing countries have to be raised  exponentially while considering environmental sustainability. Policies  encouraging investment in developing countries’ agricultural sectors  should be supported.</p>
<p>Governments should invest in their agricultural sectors and devise  long-term agricultural development strategies supporting the development  of local agricultural markets and farmers’ ability to answer market  demands.</p>
<p>Local production should also be stimulated by providing farmers with  the technology, the knowledge and the adequate financial services they  need.</p>
