			<content:encoded><![CDATA[<p><img class="alignright size-medium wp-image-1935" title="defra" src="http://www.farmingfirst.org/wordpress/wp-content/uploads/2010/01/defra-300x252.jpg" alt="defra" width="300" height="252" />A new <a href="http://www.defra.gov.uk/foodfarm/food/pdf/food2030strategy-summary.pdf">report</a> issued by the UK’s Department for Enviroment, Food, and Rural Affairs (Defra) outlines how the UK government intends to address future food security. According to <a href="http://www.guardian.co.uk/environment/cif-green/2010/jan/05/defra-food-strategy">the Guardian</a>, the ‘Food 2030’ report takes the most comprehensive approach to agriculture policy since the Second World War.</p>
<p>The UK food industry is worth £80 billion and employs 3.6 million people. Driven by the triple threat of a growing population, the threat of climate change and a vulnerable supply of natural resources, the new policy by Defra outlines what the UK government perceives to be priority actions for the future, including:</p>
<ul>
<li>increasing the amount of food grown in Britain</li>
<li>reducing the impact of agriculture upon the environment</li>
<li>reducing agricultural emissions by the equivalent of 3 million tonnes of CO<sub>2</sub> by 2020</li>
<li>reviewing the impacts of UK consumption on agricultural economies in the rest of the world</li>
<li>addressing the issue of waste through reuse, recycling or energy generation</li>
<li>informing consumers about healthy, sustainable food choices.</li>
</ul>
<p>The policy also spells out plans to double its investment in agricultural research to £80 million by 2013, with a focus on helping farmers in developing nations.  Hilary Benn, the Secretary of State of Defra, said:</p>
<blockquote><p>By turning research into practical ideas, and by learning from what the best are doing, we can achieve a lot more. Science will also tell us when nature is under strain.</p></blockquote>
<p><em> </em></p>
<p>‘Food 2030’ seeks to improve the UK food industry from production to distribution, providing better resources to farmers, whilst using natural resources sustainably to help the global food industry.  Benn said:</p>
<blockquote><p>We need to increase food production to feed a growing world population – there’ll be another 2-3 billion people in 40 years.</p></blockquote>

<p>The <a href="http://www.ft.com/cms/s/0/8d6cbf50-fa2f-11de-beed-00144feab49a.html">Financial Times</a> reports that plans detailing how these changes will be effectuated, including any necessary new legislation, will be released in the coming months.</p>

			<content:encoded><![CDATA[<p>Some farmers are looking to the skies for help in boosting their crop yields. In an article <a href="http://www.economist.com/sciencetechnology/displaystory.cfm?story_id=14793411" target="_blank">appearing in The Economist</a> this week, the spotlight is shone on farmers using satellite-based intelligence to find out how to best manage farm production to get the best yield.</p>
<blockquote><p>Precise prescriptions for growing crops can be obtained quickly, and less expensively, by measuring electromagnetic radiation reflected from farmland. The data are collected by orbiting satellites.</p></blockquote>
<p>For the farmers that utilise the satellite technology, the amount of data available to them about their crops is great:</p>
<blockquote><p>The spectrum of this radiation—which can be in the form of either natural sunlight or artificial radar—can reveal, with surprising precision, the properties of the soil, the quantity of crop being grown, and the levels in those crops of chlorophyll, various minerals, moisture and other indicators of their quality. If recent and forecast weather data are added to the mix, detailed maps can be produced indicating exactly how, where and when crops should be grown.</p></blockquote>
<p>It is very new technology. However one country seemingly leading the way in utilising this technology is France, according to The Economist.</p>
<blockquote><p>More farmland is analysed by satellite there than in any other country, according to Infoterra (a subsidiary of EADS Astrium, a European space giant), the firm that is France’s largest provider of such information.</p></blockquote>
<p>Computer mapping of farmland, also known as Geographic Information Systems (GIS), can also help farmers to establish land ownership and in turn encourages long-term investments such as irrigation infrastructure to boost yields.</p>
<p>Ryk Taljaard of <a href="http://www.glmapping.co.za" target="_blank">Geo-Logic Mapping</a> noted that this technology is extending into Africa and is helping farmers make more accurate and cost-effective orders for inputs such as seed, fertiliser and sprays.</p>
<p>The Economist article also reports that the World Agroforestry Centre in Nairobi has begun cataloguing more than 100,000 samples of African soils with the aim of incorporating this information into existing satellite technology.</p>

<p>In a Reuters article, Leslie Lipper, FAO economist and co-author of the report said that financing remains a major hurdle to greater implementation:</p>
<blockquote><p>&#8220;A key part of the problem is a lack of financing.  If adopted by farmers, many of these practices make them better off, but in the short run they may face reduced income,&#8221; Lipper said, using the example of removing cattle to allow grasslands to recover.</p></blockquote>
<p>In terms of contributions to greenhouse gas emissions, the report estimated that farms accounts for 10-12 percent of global greenhouse gas emissions directly.  It also estiamted that $210bn would be needed between now and 2050 to help farms upgrade sufficiently to meet future yield needs.</p>
<p>Developing countries could raise about $30bn annually toward this investment through carbon market financing.  Measuring such improvements to the carbon efficiency of farm production is currently being researched.</p>

			<content:encoded><![CDATA[<p><img class="alignright size-full wp-image-1717" title="IFAD Logo" src="http://www.farmingfirst.org/wordpress/wp-content/uploads/2009/11/IFAD-Logo.jpg" alt="IFAD Logo" width="171" height="123" />In the Cuchumatanes Highlands in Guatemala, The International Fund for Agricultural Development (IFAD) <a href="http://operations.ifad.org/web/ifad/operations/country/home/tags/guatemala" target="_blank">has been supporting</a> a rural community development project.</p>
<p>The project aims to improve the livelihoods of 22,000 families with incomes below the poverty line. A needs analysis demonstrated that one of the problems in the area was poor handling and application of crop protection products, leading to health and environmental risks.</p>
<p>As a result, IFAD formed a partnership with <a href="http://www.croplifela.org/cms2/" target="_blank">CropLife Latin America</a> to provide training for the project beneficiaries.</p>
<p>A multiple approach was used: teaching Integrated Pest Management (IPM) concepts and proper, safe use of crop protection products to farmers and their families, school teachers and health workers; a one-year course for schoolchildren on environmental protection; training teachers on the benefits and risks of crop protection products; communicating to housewives the importance of washing farmers’ clothes separately so as to avoid contamination of other clothes and water supplies; providing information to health workers at medical and paramedical levels on treatments in the event of accidents; and the training of trainers to amplify the reach of the programme goals.</p>
<p>A similar programme has started in the Dominican Republic and plans are being implemented to expand it throughout Central America.</p>
<p>This initiative in Guatemala echoes two of Farming First&#8217;s principles: <a href="http://www.farmingfirst.org/principles/share-knowledge/" target="_blank">Sharing knowledge</a> and <a href="http://www.farmingfirst.org/principles/build-local-access/" target="_blank">Building local access and capacity</a>.</p>
<p>There are currently four IFAD-supported projects ongoing in Guatemala. Among them is a rural development project in <a href="http://operations.ifad.org/web/ifad/operations/country/project/tags/guatemala/1274/project%20overview" target="_blank">the Western Region</a>.</p>
<blockquote><p>The target group comprises smallholder farmers, landless farmers, and microentrepreneurs and artisans. The programme will reach minority groups, particularly indigenous populations with lower educational levels and very limited access to productive resources.</p></blockquote>
<p>For farmers in Guatemala, such assistance is needed as the country is facing <a href="http://www.alertnet.org/thenews/fromthefield/219487/125561815561.htm" target="_blank">the worst drought </a>in 30 years.</p>

<blockquote><p>Under the novel system, farmers register their purchases by sending an SMS to a phone number provided by UAP. The weather stations then monitor the weather and inform the insurance company of impending crop failure and subsequent compensation. Each farmer is then informed via SMS about the payouts. Costs are kept down through the use of automated weather stations which avoid the need for expensive field visits to farms to ascertain risk and loss.   This makes the insurance feasible for both the farmer and the insurance company.</p></blockquote>
<p>The first pay-out to farmers affected by drought happened in Nanyuki last week. UAP Head of Marketing and Distribution Joseph Kamiri said that the company had developed the product in response to a great need identified while developing agriculture insurance products for the Kenyan market in conjunction with the Syngenta Foundation.</p>
<p>The early success of the programme has given it the go-ahead to be released across the country in 2010, said Rose Goslinga, insurance coordinator of the Syngenta Foundation for Sustainable Agriculture in Kenya:</p>
<blockquote><p>Traditionally, smallholder farmers have been totally dependent on the vagaries of weather. In times of drought they lost their crops and their investment in seed and fertilizer.  To make matters worse, farmers then had to pay for a second lot of seed to enable them to replant. But because they had not obtained a crop, they had little money, if any, to repurchase the seed.</p></blockquote>
<p>In recent months, Kenya <a href="http://news.bbc.co.uk/1/hi/8267165.stm" target="_blank">has been hit</a> by severe drought, so this new programme will likely go a long ways toward helping impacted farmers get back on their feet.</p>

<p>Vegetable production is very important to Vietnam’s economy, with many farmers seeking access to export markets as a means of improving their livelihoods. However, meeting quality requirements for export produce can be a challenge for farmers.</p>
<p>As a response to this issue, the Plant Protection Department (PPD) of Vietnam’s Ministry of Agriculture and Rural Development, in collaboration with CropLife Asia, introduced a joint campaign in 2003.</p>
<p>Initially, one hundred and thirty trainers were trained over a six-day course in Ha Tay and Ho Chi Minh City. Farmer training courses then took place at 33 farmer field schools in four target provinces. The project also included innovative methods, such as farmer contests and community drama to improve the outreach to more stakeholders and make the programme more attractive and interesting to participants. The community dramas were broadcast on Vietnam Television and reached millions of viewers.</p>
<p>Three broadcasts were made as a result and they attracted additional attention through a national competition for script writers. The winning screenplays were broadcast on network television. Another outcome of the project was the creation of a forum between farmers and staff from the Ministry, which has helped communications and kept farmers updated on new regulations.</p>

Their lives and livelihoods are directly affected by its impact, and they are also vital to implementing many of the solutions we need to help delay and deflect it.</p>
<p>Members of the Farming First coalition believe that:</p>
<ol>
<li><span style="color: #416400;">Agriculture generally, and farmers especially, are vital to mitigate and adapt to climate change.</span></li>
<li><span style="color: #416400;">Increasing farm productivity in a sustainable way and decreasing waste and losses can significantly mitigate the effects of climate change, prevent deforestation, and protect biodiversity.</span></li>
<li><span style="color: #416400;">Adopting proven sustainable agricultural practices reduces greenhouse gas (GHG) emissions and enhances the effect of natural carbon sinks.</span></li>
<li><span style="color: #416400;">Further research and innovation are essential to invent the necessary adaptation and mitigation solutions.</span></li>
</ol>

<p>Therefore, farmers must be involved in implementing climate change mitigation and adaptation strategies. To support them, we must create sound and reliable incentives; we must share knowledge; and we must make adequate tools and technologies accessible to deliver both food and energy security.</p>
<p>As key stakeholders in agriculture, the world’s farmers, agronomists, scientists, engineers and industries are working together through an open coalition, to provide innovative solutions which reduce emissions from agriculture and adapt to climate change while increasing agricultural productivity to meet growing food needs.</p>
<p>Given growing food demands, we believe that rather than pursuing blanket reduction targets for GHG emissions in agriculture, governments should commit to climate change mitigation through improved and sustainable agricultural productivity across multiple factors including water use, carbon efficiency, improved nutrient use efficiency, and land-use intensity.</p>
<p>In response, the Farming First coalition would like to bring forward a series of climate change adaptation and mitigation strategies in accordance with its six-point action plan for enhancing sustainable development through agriculture.</p>
<p>The Farming First coalition calls on all governments active in the COP15 negotiations to:</p>
<p><strong>1. Support the unique role of agriculture in the global climate change response.</strong></p>
<ul>
<li>Ensure that agriculture is included within the UNFCCC negotiations at COP15 in Copenhagen.</li>
<li>Refrain from setting an absolute emission reduction target for agriculture as an industry.</li>
</ul>
<p><strong>2. Encourage the use of all available and applicable climate change solutions.</strong></p>
<ul>
<li>Promote agricultural best practices, particularly Integrated Crop Management (ICM), conservation agriculture, intercropping and fertilizer best management practices.</li>
<li>Support increased investment in agricultural research, including links between agriculture and climate change, involving research centres, programmes and industry R&amp;D.</li>
</ul>
<p><strong>3. Promote funding mechanisms which support the needs of all levels and forms of farming.</strong></p>
<ul>
<li>Urge agricultural inclusion within multilateral financial mechanisms, potentially including the UNFCCC’s Clean Development Mechanism (CDM) and Joint Implementation (JI).</li>
<li>Promote voluntary carbon credit systems for GHG offsets from agriculture and land use to reward farmers for their contribution.</li>
<li>Extend the scope of carbon markets to encompass the critical role of soil as a carbon sink.</li>
<li>Establish international technology assessment and sharing programmes for climate change, as well as capacity-building programmes, including the development of local and global centres of excellence.</li>
</ul>
<p><strong>4. Reward resource-based productivity improvements as a direct contributor to climate-change effectiveness. </strong></p>
<ul>
<li>Encourage productivity improvements – in a sustainable way – on existing agricultural land to avoid additional land clearing and give priority to the rehabilitation of degraded agricultural soils.</li>
<li>Recognise the positive contribution of sustainable land management practices through increased coordinated agricultural research.</li>
<li>Include robust methodologies and field-testing to overcome uncertainties around measurement, reporting and verification.</li>
<li>Provide incentives to farmers and other stakeholders which reward adoption of sustainable and responsible production systems, better performing technologies and the efforts of early adopters.</li>
</ul>
<p><strong>5. Invest in capability sharing to encourage all farmers to play a role in climate change while safeguarding local and global food security.</strong></p>
<ul>
<li>Enhance capacity building to implement sustainable land management policies and programmes.</li>
<li>Create a dedicated adaptation fund for agriculture accessible to farmers’ organisations in developing countries.</li>
</ul>

			<content:encoded><![CDATA[<p><img class="alignright size-thumbnail wp-image-1533" title="ifpri_interactive map" src="http://www.farmingfirst.org/wordpress/wp-content/uploads/2009/10/ifpri-150x150.jpg" alt="ifpri_interactive map" width="150" height="150" />The International Food Policy Research Institute (IFPRI) has just launched <a href="http://www.ifpri.org/book-5826/ourwork/programs/2020-vision-food-agriculture-and-environment/millions-fed-intiative" target="_blank">an interactive world map</a> highlighting some of the many success stories in agricultural development from around the world.  It is part of a wider upcoming launch of their newest publication, <em>Millions Fed: Proven Successes in Agricultural Development</em>, which will be released on 12 November.</p>
<p>The interactive map allows viewers to explore case studies of how agricultural research has benefited individual countries and regions.  Each case study identifies key periods of time, target regions, and a more detailed account of each intervention.  It also provides additional links to related case studies from elsewhere.</p>
<p>The range of case studies includes:</p>
<ul>
<li><strong>Combating cassava diseases in Nigeria and Ghana:</strong> This programme has contributed to 40% yield increases and has benefited 29 million local people</li>
<li><strong>Introducing zero-tillage agriculture in Argentina:</strong> This practice has improved soil fertility, created new agricultural jobs, and helped keep global soybean prices low</li>
<li><strong>Improving mungbean yields and resilience in south Asia:</strong> Introducing new varieties of mungbeans has helped improve yields, shorten maturity times, and increase resilience to pests to the extent that global production increased by 35% over the past 25 years.</li>
</ul>
<p>There are many more case studies on the site, which helps create a visual cue for understanding agriculture&#8217;s advancements since the mid-20th century.</p>

			<content:encoded><![CDATA[<p>Farming First is participating in <a href="http://www.blogactionday.org/" target="_blank">Blog Action Day 2009</a>, which brings the world&#8217;s bloggers together to discuss a common issue from their own perspectives.  More than 6800 blogs in 135 countries will be addressing this year&#8217;s topic of climate change.</p>
<p>For our part, we&#8217;re looking at an interesting article appearing in <a href="http://www.economist.com/sciencetechnology/displaystory.cfm?story_id=14585709" target="_blank">The Economist</a> this week discusses the findings from a study done by two academics about the history of climate-induced warfare.</p>
<p>The study, by Richard Tol of the Economic and Social Research Institute in Dublin, and Sebastian Wagne of GKSS, a research institute near Hamburg, looked to find whether a correlation existed between climate and the number of conflicts registered over the past thousand years.</p>
<p>Their research concluded that until the mid-18th century more conflicts were registered during periods of low temperature.  And they think the effect on agriculture is the reason why:</p>
<blockquote><p>Dr Tol and Dr Wagner suggest that in the more remote past the effects of cold weather on harvests led to supply shortages, and that these increased the likelihood of people fighting over food and the land needed to produce it.</p></blockquote>
<p>However, the research found that the relationship between the two vanished in the mid-18th century, around the time that the Industrial Revolution began to take root:</p>
<blockquote><p>These developments meant farmers could often produce reasonable yields during colder weather—and even when they could not, long-distance trade provided a buffer against crop failure. Meanwhile, the growth of cities and non-agricultural occupations meant there was money to buy such traded crops.</p></blockquote>
<p>The lesson to be taken from this, according to the researchers, was that reliable supplies of food could minimise the instances of climate-related conflict. To ensure this, they stress the continued importance of investing in technologies which help improve crop yields and resilience.  The process of <a href="http://www.farmingfirst.org/principles/share-knowledge/" target="_blank">sharing knowledge</a> and <a href="http://www.farmingfirst.org/principles/build-local-access" target="_blank">building local access</a> and capacity for farmers is also key:</p>
<blockquote><p>[T]he way to minimise the likelihood of climate-induced conflict in the future is to continue the process of crop improvement (for example, by taking advantage of the potential of genetic engineering) so that heat- and drought-tolerant varieties are available; to make farmers aware of these new crops and encourage their use; and to promote free trade and non-agricultural economic development.</p></blockquote>
<p>This study reinforces the idea that political and social stability (vs. conflict) is related to a reliable supply of food and a coordinated structure of support for the world&#8217;s farmers.</p>

			<content:encoded><![CDATA[<p>March and April are the driest months in Bangladesh.  During this time, up to 880,000 hectares of land is left fallow because of the intrusion of saltwater into the soil.</p>
<p>Bangladesh is benefiting from new research into how to make this land productive during the dry season.   Using simple drip irrigation technology on raised planting beds, tomato farmers were able to increase their yields fourfold by leeching salts out of the root zone of the plants.  Water for the drip irrigation is taken from ponds set up to collect rainwater.  As a result, salinity levels drop to less than 30% of levels typically recorded.</p>
<p>Researchers at the International Center for Biosaline Agriculture (<a href="http://www.biosaline.org/">ICBA</a>) in conjunction with the Bangladesh Agricultural Research Institute (BARI) <a href="http://www.biosaline.org/admin/pressreleases/Annual_Report_2006.pdf">determined</a> that this innovative farming practice had a benefit-cost ratio of 4.71.  This means that for every dollar (or Bangladeshi <em>taka</em>) invested in the technology, it would return $4.71 extra in profits.</p>
<p>The extra yields could help feed the country’s 140 million people or could be sold as a cash crop to generate incomes.</p>
