<p><a href="http://www.farmingfirst.org/downloads/FarmingFirst_Guide_FoodSecurity.pdf" target="_blank"><img class="alignright size-medium wp-image-2949" title="foodsecurity_guide" src="http://www.farmingfirst.org/wordpress/wp-content/uploads/2010/06/foodsecurity_guide3-300x424.jpg" alt="foodsecurity_guide" width="172" height="244" /></a>Food security is an immediate and future priority for all countries  worldwide. Since the food crisis erupted in 2008, a large number of  global and regional food security initiatives have been launched or  strengthened in response. While these developments are welcome,  improving policy and implementation coherence is essential to ensure  programmes have the desired impacts.</p>
<p>As we move towards action on these food security policies, Farming  First urges policymakers to:</p>
<ol>
<li> promote a clear joint focus on a common goal for food security at  the global level through policy and operational coherence</li>
<li>encourage increased transparency on how much of pledged funding has  been committed and to what types of programmes</li>
<li>engage a wide range of stakeholders to ensure that efforts are  coordinated, clear, collaborative and ultimately successful.</li>
</ol>
<p><a href="http://www.farmingfirst.org/foodsecurity" target="_blank"><img class="alignright  size-full wp-image-2948" title="map_final_small" src="http://www.farmingfirst.org/wordpress/wp-content/uploads/2010/06/map_final_small1.jpg" alt="map_final_small" width="211" height="150" /></a>Returning farmers to the centre of policy decisions is fundamental to  sustainable development. Governments, businesses, scientists and civil  society groups must focus attention on the source of our food security.  Women farmers should become specially targeted recipients because of  their vital roles in the agricultural workforce,<br />
household food procurement and preparation, and family unit support.</p>
<p>Productivity levels in most developing countries have to be raised  exponentially while considering environmental sustainability. Policies  encouraging investment in developing countries’ agricultural sectors  should be supported.</p>
<p>Governments should invest in their agricultural sectors and devise  long-term agricultural development strategies supporting the development  of local agricultural markets and farmers’ ability to answer market  demands.</p>
<p>Local production should also be stimulated by providing farmers with  the technology, the knowledge and the adequate financial services they  need.</p>

			<content:encoded><![CDATA[<p>In the lead-up to its High-Level Expert Forum in Rome this October, the FAO has issued a cautiously optimistic progress report on the state of the African agricultural sector, as reported in a <a href="http://www.voanews.com/english/Africa/2009-09-28-voa24.cfm">recent article</a> by Voice of America.</p>
<p>The FAO has calculated that agriculture has grown by 3.5% in 2008, largely due to better policies and more uptake of new technologies such as drought-resistant rice.</p>
<p>Keith Wiebe, FAO’s Deputy Director of the Agricultural Development Economics division, said:</p>
<blockquote><p>After a long period of neglect, the importance of agriculture is becoming more clear to all of us.  And that is resulting in improvements in some of the supporting services and infrastructure that are the real obstacle to improved growth in Africa.</p></blockquote>
<p>Women are a key part of the agricultural workforce as they represent about 80% of those working in the sector.  They will be expected to double food production in order to feed an African population that is set to grow from 770 million in 2005 to over billion by mid-century.</p>

			<content:encoded><![CDATA[<p>In the past, Celina Cossa would queue for days and even nights just to get the chance to buy a bag of maize to feed her two children, her husband, and herself.  <span style="line-height: 20px; ">She was one of thousands of Mozambican women finding it difficult to feed her family in a country that was newly independent from its Portuguese colonisers and in the midst of a civil war.  Food shortages in Mozambique in the 1980s were a norm, and many &#8211; especially women &#8211; were extremely poor.</span></p>
<p style="padding-top: 0px; padding-right: 0px; padding-bottom: 15px; padding-left: 0px; text-align: left; font-size: 12px; line-height: 20px; margin: 0px; border: 0px initial initial;">In response, Cossa, along with 250 other women, began growing crops and raising poultry together. With limited funds at first, many of the women would bring their own agricultural tools and money to support the project.</p>
<p style="padding-top: 0px; padding-right: 0px; padding-bottom: 15px; padding-left: 0px; text-align: left; font-size: 12px; line-height: 20px; margin: 0px; border: 0px initial initial;">The women sold the excess and created a business that now has about 2,900 mostly women farmers. And as the numbers grew, they expanded the reach of their operation to begin helping others get credit to start their own businesses.</p>
<p style="padding-top: 0px; padding-right: 0px; padding-bottom: 15px; padding-left: 0px; text-align: left; font-size: 12px; line-height: 20px; margin: 0px; border: 0px initial initial;">Now called the General Union of Cooperatives (UGC), this Mozambican network of women farmers is still led by Cossa.  UGC gives them technical training, literacy education, as well as services such as childcare.  Members now supply much of the capital&#8217;s vegetables, fruits, and poultry with members making on average 50 per cent more than the national minimum wage.</p>
<p style="padding-top: 0px; padding-right: 0px; padding-bottom: 15px; padding-left: 0px; text-align: left; font-size: 12px; line-height: 20px; margin: 0px; border: 0px initial initial;">Now the cooperative also helps women farmers get loans to start and run their businesses, assists with giving them expert advice on how to begin farming and helps them sell their produce at markets. To date, the farmers produce eight thousand chickens per month and are supplying the local markets with their products.</p>

			<content:encoded><![CDATA[<p>The Food, Agriculture and Natural Resources Policy Analysis Network (FANRPAN), led by Farming First&#8217;s Dr. Lindiwe Sibanda, <a href="http://www.fanrpan.org/documents/d00737/" target="_blank">has announced</a> a three-year pilot project to help women farmers in Southern Africa influence agricultural policy development.</p>
<p>The programme <a href="http://www.gatesfoundation.org/press-releases/Pages/fanrpan-launches-pilot-project-to-help-women-farmers-influence-agricultural-policy-development-090727.aspx" target="_blank">has been funded</a> by a $900,000 grant from the Bill and Melinda Gates Foundation and will be presented at the <a href="http://www.fanrpan.org/documents/d00661/" target="_blank">annual FANRPAN Regional Policy Dialogue and Annual General Meeting</a> held in Maputo, Mozambique in September 2009.</p>
<p>The pilot projects will be based in Malawi and Mozambique and will help to amplify the voices of women farmers in policy decisions at the national and regional levels.  These projects will also then help women access the tools and technologies &#8212; such as better seeds, adequate fertilizer, extension services, and access to credit &#8212; that these realigned markets will provide.</p>
<p>FANRPAN&#8217;s involvement across 13 Southern African countries will help it to partner with other Gates Foundation grantees to create deeper linkages within the communities where their pilot projects will take place.  The lessons learned from these pilots will then be incorporated and extended into programmes for other Southern and East African countries.</p>

<p>Gerda Verburg, Chairperson of the Commission and the Netherlands&#8217; Minister of Agriculture, Nature, and Food Quality, said of the outcome:</p>

The <a href="http://www.grameenfoundation.org" target="_blank">Grameen Foundation</a> is one of the leader in the field of microfinance and its loans are changing women’s lives.</p>
<p>For example, in India, <a href="http://www.grameenfoundation.org/where_we_work/south_asia/india/d_ellevva_s_story/" target="_blank">Ellevva and her husband, Durgiah</a>, live in a small, one room house made of mud and sticks. Before taking a loan from SHARE, both worked as day laborers for meager wages (usually 20 rs per day for a woman and 40 rs per day for a man) and struggled to make ends meet.</p>
<p>With her first loan, Ellevva purchased a buffalo that recently gave birth to a calf. It will now produce milk that Ellevva can sell in the market. With a second “special” loan of 3000 rs, she purchased two goats and some vegetables. When she purchases vegetables, Ellevva sells some and grinds the pulses and dals into flour. Already thinking ahead to her next loan, Ellevva wants to purchase another buffalo.</p>
